Keep the two figures separate
The UP Stamp and Registration Department's fee calculator has separate fields for transaction value and the value under the latest valuation list. That distinction is useful when planning a purchase: the negotiated price is what the parties propose to transact at; the list value is an official valuation input. A list value by itself is not proof of what a particular property will sell for.
Identify the exact location used for valuation
Do not rely on a rate quoted for a whole town. The department's registration manual asks for the district's tehsil, rural or urban area, ward or pargana, and village or mohalla. Confirm those details for the parcel you are considering before comparing it with another site in Shahjahanpur city, Tilhar, Powayan, Jalalabad or Kalan.
Match the property category and measurements
The same manual distinguishes plots, buildings and agricultural land, with additional details for buildings. Ask for the area unit, measurements and actual use of the property, and have the relevant records checked. A rate copied from another category or a different locality may give you a misleading estimate.
Get the current local list and an estimate
The department's FAQ says locality rate-list copies can be requested through registration offices. Ask the relevant office for the current list for the specific village or mohalla. Then use the official stamp and registration fee calculator as an estimate, entering the correct deed type and values. Confirm the amount and paperwork with the office or an independent professional before paying.
Build a decision, not just a rate comparison
Put the proposed purchase price, estimated registration costs and any brokerage or other agreed costs on one sheet. Separately check title, access, physical area and property condition. A valuation-list figure does not resolve those questions, and it should not replace an independent review of the transaction documents.
